OECD Infrastructure Forum: Roadmap to 2050 - Infrastructure for a Changing World

In an era marked by climate change, demographic shifts, and evolving economic landscapes, strategic infrastructure investment is paramount. Governments worldwide face the challenge of delivering sustainable, high-quality infrastructure that meets immediate needs while ensuring long-term resilience and public trust.

The 2025 OECD Conference on Infrastructure Governance, hosted by the OECD’s Public Governance Directorate, will delve into these critical issues. The conference aims to chart a roadmap for enhancing policy, regulatory, and commercial frameworks to facilitate the efficient delivery of sustainable infrastructure through 2050.​ It will bring together representatives from both business and government to explore how countries can improve the overall environment for sustainable, resilient infrastructure development.

As part of EDHEC's contribution to this global dialogue, two representatives will participate in key sessions over the course of the event:

 

April 23: Blue Dot Network Executive Consultation Group

The Blue Dot Network (BDN) offers internationally recognized certification for high-quality infrastructure projects that are environmentally and socially sustainable, resilient, transparent, and economically sound.

As a Knowledge Partner of the Blue Dot Network for the past two years, the EDHEC Climate Institute (ECI) has been invited to participate in the upcoming Blue Dot Network Executive Consultation Group Meeting, taking place on 23 April in Paris.

Camille Angué, Deputy Director in charge of Outreach at ECI, will present the ClimaTech project — a matrix-based tool allowing to assess decarbonisation and resilience strategies and technologies at infrastructure level. The project could serve in the future as an inspiration for strategic reflection on the Blue Dot Network’s approach, which seeks to uphold the highest standards in the infrastructure projects it endorses.

 

April 24: OECD Panel on “Accelerating Resilient Infrastructure”

Remy Estran, Chief Executive Officer of Scientific Climate Ratings, an EDHEC Venture, will participate in a high-level panel discussion focused on "Accelerating resilient infrastructure". During this session, he will share his insights on how financial tools, such as those developed by EDHEC, can be used to identify infrastructures that stand to benefit the most from resilience investments, with a view to informing investment decisions and ensuring capital is directed where it can deliver the greatest impact. Rémy will also highlight how physical climate modelling can be used to assess the risks faced by people and communities, offering a robust, forward-looking lens on exposure and vulnerability.

He will be joining a distinguished panel of international experts, including:

As climate-related risks intensify, countries are compelled to expedite the development of resilient infrastructure. This session will delve into policy frameworks that facilitate the equitable distribution of resilience costs among national and subnational governments, as well as landowners. It will also address the importance of discouraging infrastructure development in high-risk areas. The discussion aims to explore how countries can assess and balance the costs, impacts, and long-term benefits of resilient infrastructure investments.​
